  13.  
  14. The FCC has released its Report and Order in PR Docket 93-85,
  15. regarding messages relayed by amateur high speed networks.  The new
  16. rules, effective June 1, 1994, will establish what the FCC calls ''a
  17. compliance policy for amateur stations participating in automatic
  18. message-forwarding systems.''
  19.  
  20. The new rules relieve most station operators in such networks of
  21. responsibility for the content of the messages relayed by their
  22. stations.  Under current rules, all licensees in a chain of
  23. forwarding stations are responsible for message content.
  24.  
  25. Originators of messages continue to be responsible, and the first
  26. forwarding stations are responsible either for the content of the
  27. message or for verifying the identity of the originator.
  28.  
  29. The FCC also relieved repeater control operators of responsibility
  30. for inadvertent retransmission of communications that violate the
  31. rules.  All operators remain responsible for discontinuing
  32. communications that violate the rules as soon as they become aware
  33. of their presence.
